The skill level used changes according to the refine rate.
Increases Arrow Vulcan damage by 30% when Dancing Lesson is level 10.
If refine rate is 7, HIT + 10.
If refine rate is 9 or higher, increases Arrow Vulcan damage by additional 10%.
Reduces cooldown of Arrow Vulcan skill by 0.5 seconds.
